My yucca is dying

There's an issue with my yucca that is decimated its leaves. It happened last year around the same time, and the plant barely survived. It's happening now, and it has fewer leaves availale...
I tried watering it more as well as less. Last time, what seemed to help, was cleaning the leaves with water with washing up liquid. I've never seen any insects on the plant, but there's powder-like dust.
It gets a lot of sun by UK standards, it's by the window.
It gets watered every two weeks 500 ml of water.
Most of the branches are shrivelling now and twisting.
Please help...
