Sweetcorn not ripening

I grew some sweet corn but although the tassels turned brown and the cobs felt full, the kernels were tiny and hard. Any idea why?

Corn are quite thirsty plants ... I give mine lots of water as the cobs are swelling ... could they have needed watering

Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
