That depends on what you are planning to plant, and is it free standing or open bottomed raised planter?

It is 1.7 meter x 0.5 meter open bottom raised bed on gravel base. Putting an espalier apple tree in it. Just wondered if top soil would be ok and then add some compost for nutrients?

A dwarf root stock might work, but the bed is a bit narrow, tree will need permanent support as well so its good you can go down into the ground . Good topsoil with added compost/manure will work, and this is a good time to do it.
