There are two stages normally employed in growing leeks. Seeds are sown in trays or suchlike until around 12 inches in height, at which point they're transplanted to their final growing position. The first phase can be done in pots, although plastic trays from supermarket foods might be better, but, unless you have very deep pots, the second one will be difficult. Seedlings need to be put into holes of around 12 inches in depth so that, on maturing, they have a good length of white (underground) leek for eating. So, to answer your query, nothing's impossible but pots are far from ideal.
