Sick succulent

My daughter has grown a number of succulents, several have started to look diseased. She has asked me if anyone knows what is wrong? Any suggestions welcome.

Over the years, I've grown many cacti and succulents but have never seen this. However, I have found this online which, hopefully helps:

I don't think it's scale.. more likely a fungal infection. Possibly from the stress of over watering.. or being in a humid environment.
