It look like Thrips damage to me. The weather has been pretty warm and you will normally see more of this type of damage with outdoor plants too. The key is to ensure your plant is growing strongly, and with plenty of air circulation around.
Keep on top of watering during the dry weather if it is quite a mature shrub. If it is newly planted or only in the ground the last couple of years, you need to water throughout the summer months to keep the soil moist and cool. Usually, pruning out the affected areas will help the plant to throw out new growth.
