Manure on a new bed

I want to dig a new bed for summer bedding.  I would like to put spring bulbs in first and later take them up to die back in containers and put summer bedding in their place.  Would it be okay to put manure on top of the bulbs to improve the soil for the bedding?

    Try it on 10% of the bulbs and learn from the results
