Peonies can take a year or two to settle in, but the most important factor is not planting them too deeply. That inhibits flowering. No more than an inch or so below soil level for the crown. They need rich soil, and good drainage, and a sunny site.
It's a place where beautiful isn't enough of a word....

Thanks Fairygirl. I was away for a few days and have come back to check the peony's planting depths. They are definitely in full sun and I think the drainage is good. Hopefully I'll have flowers next year.
