Shade or shelter?

I could do with some advice, please...  we have an Acer palmatum 'Sango-kaku' in a pot, waiting to be planted in my "new" garden.  It's still in its pot, because its designated spot (reasonably sheltered, shady, neutral soil) was occupied by my veg patch this year.  This turns out to be fortunate - because the mature rowan which was to provide shade and some of the shelter blew over a couple of weeks ago, landing on the veg patch.

I now have nowhere in the garden which is sheltered, shady and has neutral soil.  Should I put the acer in the shade of another rowan, soil slightly alkaline, bit windy; or in the spot formerly designated for it, in good neutral soil but in full sun with limited shelter?

I rather feel that in Ireland, shelter is more important than shade, since it's rarely scorchingly hot here, and it rains a lot...  maybe windbreak netting is the way to go, or a fast-growing shrub to windward?

I'm reluctant to do the sensible thing and give it away to someone with a sheltered garden, because I love it...

    Can you create some sort of shelter with climbers and decorative arbor?  A sort of living shrine that encircles it in some sort of arc against the prevailing winds?
