Is this a bell pepper plant?

Hello, I bought this pepper plant a while ago from someone selling seedlings. This one was labeled "red pepper." I thought it was maybe a bell pepper but now that the peppers are growing it seems too lumpy. All the images I could find of bell peppers even when they were still growing looked quite flat in comparison. What do you think?

Yes, it certainly is albeit a little immature but given the season autumn we are now in, it probably won't develop much more.  Leave it for another month (if it is inside) or protect it, if it is outside but I think from the photo, it seems it is in a pot.

Pick them as you wish and enjoy them.  They are also nice fried with cubed potatoes salt and pepper.

Maybe.  It doesn't look like any bell pepper I've ever grown.  Give it a taste before cooking with it, just in case it's a bit more flavorsome (spicy) than you anticipate.
