Stunted, deformed lobelia. Why and how to prevent it on next year's growth?

Hi all

First time poster, you've been warned!!

I have had my lobelia in the ground for the second year now. And for the second year running I've had a number of healthy stems and a number of warped, deformed stems.

Stems appear flat, not round.



And the resulting flower heads appear curled and stuntedand generally a bit rubbish



So questions:
1. What's going on here?
2. How do I stop it from reoccurring next year?
