Espalier training apple tree gone wrong

I planted a maiden whip apple tree at the beginning of the year, and cut the leading stem above some buds with intention of training those branches to be the first tier in the eapallier.
A month or two ago, an 'expert" told me I was doing it wrong and you had to grow the upright frame first, then do the sides. And he cut off one of the branches that would become the first tier.
I'd
appreciate some advice in how i rescue this - as you can see from the attached photo most of the remaining side shoots are very small.
