Can I lay turf on potting soil

Hi. I had my deck pulled out which left a 6inch deep hole. The workmen put in top soil but not enough and it was uneven. So I bought a couple big bags of potting soil to even it out. It was laid over and slightly mixed in with the top soil the workmen put down. Grass won’t grow in the potting soil and it’s so porous I end up with a very big puddle of standing water. I want grass. I also want this area to be level with the rest of the garden (it’s not; I didn’t buy that much potting soil). Based on previous experience I don’t believe I’ll find anyone to go quality work for me at a fair price so my question is: can I just put turf on top of this potting soil mixed slightly with top soil and grass seed that’s been drowned whenever it rains? Turf is relatively cheap and it’s something I can do myself (63 years old) if I can just lay it down. What do you think? (Be kind) thanks.

    I would say, if it's uneven now, it'll only get worse.
    You really need to add enough soil so that when you firm it down thoroughly, and when weather settles it a bit [which it will] the level is going to be the same as the existing grass. You may find you need to add a bit at a later date anyway. 
    I'd also be concerned if you have water settling. That isn't going to magically be sorted if you lay turf on it. 
    It's a place where beautiful isn't enough of a word....
