Can my Privet Hedge ever improve?

my privet hedge is about 4 years old and has never really established itself. As you can see from pictures below there is not much leave coverage and lots of bare wood. I’ve cut top and sides and different times to encourage growth but it just puts out single long branch growths that are not substantial.
There is no disease on the bush.
its on a bold damp mulch base. However, I think it needs some food perhaps to give it a boost. I have no idea what food to use? Some say blood and bone, some say seaweed dilute, some say growmore and some say fertiliser in a 30-10-5 mix?
please can someone advise ? Thank you.
