It's probably not got the best ground to grow in there. Privet likes loads of moisture, so the fence and the narrow border will be making it hard for it to thrive well, especially if it's been quite densely planted - ie a lot of whips to a metre. Cutting it back will help, especially approaching autumn when you should get a lot more rain [presumably] I'd leave any feeding for now - a little Blood Fish and Bone in spring does no harm, but I think it needs some serious moisture more than anything. Once it's had some decent moisture, another mulch will benefit it.
It's a place where beautiful isn't enough of a word....

Thank you everyone for your comments. Some really good suggestions which I’m going to have a think about. And yes it was densely planted - I overruled the gardener and said put more in - this was a mistake!!
It would be fine if they had enough border @maurice.brennantwmXBCXW. If there's grass on the other side of the fence, that's also competition for moisture. Is that a seep hose running through the hedge? I meant to ask earlier. They really do like plenty of water, so don't be frightened to water copiously if you don't get regular, heavy rain, especially just now and into winter.
