Making a raised border

  • I was hoping a raised border might be the solution but if I only end up endangering wild life then maybe I'll just have to take the pond out

No - as small as the pond is, it's going to add value for wildlife. Any pond does. As well as the tortoise fence, all you really need is to provide a little ramp, for anything smaller that gets in, and to allow birds to access the water to bathe.

Exactly - just make a bit at the side of the pond that's shallow, or add some ramps. That can be branches or rocks piled up.
It wouldn't be difficult to dig out some small shallow areas - a bit of liner put in [doesn't even have to be pond liner - just some reasonable plastic]   with some more pebbles/gravel around and in the bottom, and a couple of overhanging, or ground covering plants to disguise edges etc.
Just deep enough to hold an inch or two of water, but not so deep that anything is in danger of falling in and getting stuck. That way, everything would be able to get access safely for a drink or a bit of bathing   :)
It's a place where beautiful isn't enough of a word....

I live in west central Scotland - not where that photo is...
