Flowering Cherry pest

I have a mature flowering cherry tree, I love it and look forward to its amazing display each spring. 
This morning, I have noticed that some of the leaves have damage that looks like very much like Vine Weevil, many of the shrubs in the border below have similar damage and last week, I treated the border with nematodes. 
I know Vine Weevils don't fly so do you think that they have caused the damage or could it be something else?

    Thanks, I won't then!  There's more (dangerous) damage to the tree caused by the 'Tinkers' who relaid the drive a few years back and crashed their mini digger into it!

  • Oh dear!  😟. But most trees have quite a strong survival instinct. 🤞
