Mahonia suckers

Hello folks. Next door's mahonia is throwing up suckers which have come under the shared fence and are popping up through our rockery. It's a real pain and I have been trying to dig them up which is an impossibility. Can I use anything that will kill this very unwelcome visitor?

    Is it possible to dig down in front of the fence and cut them off there, then put in a barrier, slate roof tiles or heavy plastic.

    Thanks for the suggestions. Not possible to dig down and put in a barrier. Too many big rocks and a mature euonymous in the way.

    Maybe you could ask your neighbours?
    East Dorset, new (to me) rather neglected garden.
