Its euphorbia peplus aka milkweed, petty spurge and a few others. There are garden varieties but goodness knows why anyone would want to grow it on purpose.

Watch out for the white sap, it can irritate your skin, the usual advice is to wear gloves. I don't, because I'm obstinate and like to live dangerously
Be especially careful in sunlight and never rub your eyes after touching it as you can do a damage that takes ages to clear up with special treatments.
