Help! My basil is drooping

Does anyone know what’s going on with my. I initially thought root rot and washed the roots, trimmed the roots and put them in fresh water. Should I cut the roots completely off?

    Roots need oxygen as well as water ... if they can’t get it the plant will suffer just as it would without water. 

    I would cut the black plastic pot away so you can get all the roots out without damage then replant in a bigger pot with fresh compost. 

    That way the roots can access oxygen and water as the compost will contain a certain amount of air.
