  Not sure on scale, but it does remind me of Corokia shrubs. Maybe something like Corokia x Virgata, Wire-netting bush.

  The leaves look small to me. What about some type of Spiraea shrub? Spiraea x Cinerea 'Grefsheim' or Arguta?
