I agree @Hostafan1 - it seems to say variegated leaves, which those aren't. They're just a bit sickly looking Worth re potting it @mike71. The soil doesn't look terribly favourable for it, especially if it is a penstemon [leaves do look like that] as it looks quite wet and heavy in the pic. Perhaps that would give it a little boost, and maybe next year it'll be happier and healthier, and you'll maybe get some flowers which will make it easier to ID
It's a place where beautiful isn't enough of a word....

but the leaves don't look quite right for that to me ...
The only other 'Sunray' I know of is a coreopsis ... the leaves are definitely not a coreopsis.
