What bugs are these please?

Hi, my sister's tree is being plagued with these. She blasted them all off with the hose 3 days ago and they're  back today worse than ever. She says there are wasps all over the tree but they're not at all bothering with the bugs. Sorry about the poor quality pic. Many thanks

    It looks like aphids. Are there any ants nearby, they might be farming them and protecting them from predators.
    In London. Keen but lazy.

    Hi B3. No ants but lots of wasps.

    I have seen wasps eating aphids and/or the sugary substance they produce in my garden.
