Will they flower, or shall I cut back?

Thayve looked like this for a few months.  I suspect the flower buds arent going to open.

    How often and how much do you water them?  They look a bit crispy to me.

    Twice a week in the hot weather.  Against the house, north west facing with large trees in the street so theyre probably the most protected.

    The brown bits have been there for months as well, cant say theres been a significant worsening.

    I suspect they need a thorough soaking in a bucket till all air bubbles disappear and then draining and putting in some sunshine to open those buds.

    Okay no trimming yet then.

    I realise you probably cant see they are in the ground from that photo, so Ill dump a few buckets of water instead.

    Sorry, looked like pots for some reason but maybe move them to a sunnier spot this autumn?
