Cannas won't flower

I have 2 cannas in pots. They are 2 years old. I overwinter them in an unheated room in the house. Every year they produce lots of lovely leaves but no flowers. What am I doing wrong?

    We have one ... we repot it’s every year into fresh compost and feed it with tomato food when we feed the tomatoes ... and water it every other day ... every day in the recent hot spell. 
    It currently has around 10 flower spikes. 

    It is in an old split dustbin as we couldn’t get more large pots during lockdown so we couldn’t split it.  It’s huge. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    I've had the same with my red Canna, despite plenty of water and feed. The pink one did flower but earlier on the year. It has loads of growth and I wondered if it might flower again.
