    It looks like a Forsythia shrub.

    I agree.  It looks like it was hard-pruned and all of that new growth will flower in spring, so don't prune it before then.  After then, if you like it but need to keep it in bounds, then prune it after flowering.  I'm not keen on them when pruned into 'bush' shapes so suggest removing 1/3rd of the stems (oldest first) each year after flowering but cutting them as low down as possible.  You'll then get a more natural form of growth which looks so much better IMO.
    A trowel in the hand is worth a thousand lost under a bush.
