What plant is this? How to care?

Hello I have recently acquired a plant of a relative and I don't exactly know what it is and I'm a complete novice when it comes to gardening. 

Can anyone iD this plant and explain why the flowers/shoots have gone brown

    It's apparently a blue iris, why aren't the flowers budding??

    Most Iris flower just once a year.
    Different Iris sp flower at different times...some in spring/some in summer.
    Some Iris like to be grown in damp soil.
    Others need to be in full sun and the roots baked.
    It looks as if your did flower and the petals then died and turned brown...so nothing more until 2021.
    They are not normally grown as houseplants.

    Sorry without flowers cannot tell which sp it is.

    Thanks for the reply, they're outside on a ledge/balcony. I'm pretty sure they like damp soil as they start wilting after three days without watering
