Is there fungus on this succulent?

I would be very grateful if someone would be able to help me identify this white growth on this succulent.
I've attached images of the plant as well as the soil- I'm worried this is fungal too and may be the root of the issue? (pardon the pun!)
The plant has been suffering from a white fly larvae issue so I'm concerned it's related to that. Thanks so much in advance!
Note there is white peat in the soil which may be confusing.
