Plant ID please?

Hi all, Moved into our new home early last year and inherited an established garden, including several lovely blue bushy plants in the borders, which flower late June - August. 5 blue petals, fading to white at the centre. I would appreciate any feedback on what this flower is called. See pic.

    But is it pronounced plum-bah-go or plum-bay-go? Or I suppose it could even be plum-buh-go, stress on the plum.

    Far easier to pronounce it Ceratostigma willmottianum  ;)

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    Definitely high-drain-ja here or, if you prefer hor-ton-sia in French.

    Plumbago like lumbago of course but I do prefer ceratostigma etc.
    Vendée - 20kms from Atlantic coast.
