Probably the start of rust, take those yellow leaves off and look underneath, there may be some orange powdery looking stuff, that’s rust. I’ve got a few like that this year.

That's what I was wondering too.
Strangely enough this is the first year I (so far) haven't seen any rust on my fuchsias at all and there's usually plenty by this point.

What does one of the leaves that are totally yellow look like on the underside?
When I've had rust, it could be widespread and obvious on the underside of leaves with only slight discolouring on the upper sides.
