You can do it when dormant in autumn, if you're unsure of doing it just now. It's easier when all the foliage is off. Just make sure it's replanted no deeper than you have it already.

I remember reading something by Christopher Lloyd - he said the best time to move a peony is when you think about it! I think it would be unwise to do it in hot dry weather though.
