Difficult to tell without a close up but could be aphids (which would explain the ladybird larvae) or scale insects. Not good on ornamentals but that shrub looks like it could do with a good soak, drought weakens plants and then any bug damage seems much worse.
Perhaps your friend could leave the hose on a slow trickle at the base for a few hours?
