What is this plant please?

We recently took over an allotment from someone who was previously growing flowers on it. We are growing vegetables so moved some plants to our garden instead. We thought this one was a penstemon when it was smaller but now it has grown we’re really not sure if it’s a proper flower plant or actually a weed... any suggestions of what it is please? The second photo is a close up of the larger leaves at the bottom...
