Hard pruned conifer and identification

hi all, please can anyone first identify which conifer this is? 

Also I haven’t got the best photo however I believe the conifer was quite a tall tree and a tree surgeon has cut straight across the middle of the tree, making it a small shrub but exposing the brown wood in the centre of the tree. 

My question is will the centre grow back? There is good growth on the sides. 

I have been been researching and found that thuja can be pruned back into the hard wood and grow back but I don’t know if it is a thuja?

    Can't see very well from your picture but to my knowledge conifers don't grow back from being cut into old wood. Others may be able to offer more help

    Thanks, apologises for the rubbish photo I was sent it! I just read that either thuja or yew can grow back on old wood sometimes so wanted to find out if it was thuja as I know it’s definitely not yew.

    We have a large one, it reached the cables and the electric company came and cut the top right off, it looked horrible but soon grew, it’s now up to the cables again. The top doesn’t grow but all the side bits go up and fill in.
