Can i remove damaged leaves?

Hi,
Either snails or slugs badly damaged my dahlia plant as seen in the photo, can i, and should i remove all the damaged leaves or will that further damage the plant?

    It's quite a small plant, I'd leave it alone to recover and grow further.

    I agree.. leave them on.  They are still feeding up your plant.. only take them off if they go all yellow.
