Evergreen cover to spread over drain covers in flowerbed

We have two large drain covers in a very obvious flower bed at front of house - at the moment a half dead ancient rosemary is trying to cover them. Any advice on what to plant that will train over these covers (as quickly as possible) - and evergreen. Many thanks. 
(Full sun, south west facing, slightly acid soil)

    How about trays of sempervivums on the top. You will then be able to lift them off if access is ever necessary.
    In London. Keen but lazy.
