This guy has turned his whole garden into a bug hotel and nectar garden, it's wonderful. Sandy banks are something of a rarity here, but you could construct something similar to what I've done, and ground nesting bees will hopefully make use of it, especially if you have a quiet corner with some nearby food sources etc. It's just a simple wooden structure, waterproofed, with a hole at the front, so anything that can't climb can't get in. The top is removable so that I can replace the bedding if necessary. Just hay and dried leaves.

I too have a cat problem, see my previous post re use of Tea Bags, been using them now for about 3 weeks and so far so good, it seems to work. My "bug hotel" has been taken over on the lower levels, by a family of mice.
