Black fly on Dahlias

My Dahlias are covered with black fly, spraying has not helped. Any ideas?

    Not nice but squish.
    Marne la vallée, basically just outside Paris 🇫🇷, but definitely Scottish at heart.

    Oh my, my dahlias are absolutely covered this year too! I've sprayed with washing up liquid, and dislodged with a fierce hose, but I fear they'll be right back...

    the only thing that works for me is garlic spray.

    Rub them off. The more you do it, the less disgusting it becomes. Eventually, you reach the Zen squish and aphid fondling becomes part of a peaceful stroll through your garden..
