Clematis Montana Rubens not growing

Hi everyone 
I have a clematis Montana Rubens and as you can see from the photo, it’s not doing very well. It’s been in the ground since about March and has barely grown at all. The leaves are a maroon colour around the edges.  Having never grown this plant before, I’m not sure what to expect, although I do know Montana clematis should be vigorous growers. It’s in an east facing position and has sun until early afternoon. The roots are well shaded. My neighbouring honeysuckle is doing brilliantly as you can also see and this has only been in the ground for two months. 
Any ideas?

    They take a couple of years to get established and start growing properly. Make sure it doesn't go short of water in the meantime. Within a few years, it'll cover that whole fence  :)

    You also need to remove all those ties, and open, and separate all  the stems out to give coverage horizontally as well as vertically. Tie them in with soft string to encourage overall growth.
    The plastic netting as it is, won't really be sturdy enough for it once it gets underway. 
    It would be worth attaching it at lots of points to keep it in place. Ideally, a couple of battens on the fence, and then the netting fixed securely to those, would have been a sturdier support. 
    It's a place where beautiful isn't enough of a word....

    I agree - it needs freeing and proper training on a sturdier trellis ready for when it does take off.   Tensioned wires across the fence posts at 30cm intervals or, as @Fairygirl suggests, decent battens underneath that net to hold it in place and support it.
