Flopping seedlings

Hi, I'm new to this forum so apologies if this isn't posted correctly or if a relevant thread already exists.

When direct-sown seedlings emerge in my raised veg beds they often flop over and become stunted and woody at the base, with brown /purple discolouring. They almost seem to be pushing themselves out of the soil. Growth then continues and the rest of the plant forms normally. The current crop are rats tailed radishes but the same has happened in the past with Swiss chard, pak choi, carrots etc. I prepare the soil by digging to about ten inches and improving with leaf mould and garden compost.

(I had parsnips in the same spot last year and these forked badly which I read is a sign of being grown in too rich soil.)
