Strange tree

Can anyone identify this tree please?  Comes into leaf quite late (early June) and is always last to drop leaves.....

    Is it my imagination or does it have flowers?
    For an accurate answer please add clear close up of flowers and leaves.

    Very difficult to make out , but the fading (flowers??) bear a resemblance to Fraxinus ornus .
    Bit of a long shot I know , but thought I'd hazard a guess .
