Cypress topped, will it grow back?

Hello, I hope someone can help me with this. 
About a year ago my partner (a day after having major surgery) was pressured by some cowboys into agreeing to have two of our trees pruned. 
The one in the pictures has been topped and before we bought the house was covered in ivy, I think it's a Lawson Cyprus. Does anyone know if it will grow back into a point or is it doomed to remain looking ravaged.
