Lavender not growing

I bought some tiny lavender plugs which arrived early spring, all looked healthy. They were ready to pot on, so I put them into the smallest pots that I had available, in a gritty compost. They still look OK, see picture, but have not grown. I’ve tried watering less, and then when that didn’t work, more watering. They have mostly been in full sun against a wall, but I also tried part shade for a while. Were the pots too big? What could I do to encourage them a bit? I now have some smaller pots again, but would messing them about do more harm than good?
Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

    I would just leave them.. they look healthy enough.  I expect they are just putting their energy into growing roots instead of top growth.. and disturbing them by repotting will just set them back.  

    I can see a ring in the soil around them.. I assume it is some sort of biodegradable pot? Sometimes that will restrict root growth too.  Did you take off the bottom or tear it a bit on planting?  What was it made from?

    I can’t recall if I tore the base of the pots off or not, but I would have followed the grower’s instructions. I have just turned a couple out, and there are plenty of roots at the bottom of both pots, much to my surprise, so you are right I think. Presumably they will put some top growth on next year. Thanks for that.
