Plant identification please

This has never flowered. I am sure it should have purple flowers but hasn’t bloomed so far. Any ideas please? Thank you and stay safe.

Could be a phlox, perhaps? Some don't flower until quite late and mine have been almost completely kiboshed by the mad weather this year and don't know if they are coming or going!
