Question about sowing a new lawn

Hi... I am currently renovating my garden. I have dug out approx 3 tonne of earth from the middle section to create a tier and placed the excavated earth on top of the lawn of the top section. My question is, if I raked out the earth on the top section so it’s level, would I be able to just sow new lawn seed on top?

    As long as it's level and the soil is prepared yes, but not till September as it's generally too hot and dry for grass seed to germinate let alone grow well in mid summer.   Have a look at this info here from the RHS - https://www.rhs.org.uk/advice/profile?pid=424
