Cut terminal shoot or not?

This is my crab apple tree, was bought bare root back in spring, where you could see the terminal shoot. However a competing leader has now formed and I’m wondering should I start training this new leader and cut the previous terminal shoot to encourage side shoot growth? Or is that a bad idea?

You can see the one I’m questioning whether to cut in the close-up photo, it’s the one at my middle knuckle

    I'd say leave it to grow a bit more. It's only young. 
    I suppose much depends upon the ultimate height you want to have.

    Then we come to the bit where someone, me this time, tells you you have it planted to close to your fence and you need to keep at least a 2ft circle around the plant clear of grass, weeds and logs for it to grow well!
