Mass weed removal/killing recommendations pls!

What would people do to remove the weeds on the other side of the fence please? We’ll then be levelling the land and topsoiling and lawning part so want to be sure weeds don’t come back through at a high rate! Also concerned about the likes of roundup being cancerous!

Looking at the photo and taking into account the fencing all round, perhaps the land is council or private land ?
Best to check it out first and see if all the neighbouring properties are of the same mind as yourself.

I'd first quote an old gardening proverb that 'one year's weeds equal seven year's seeds' and this is manifested in the plot you show in the picture.  All those seed heads on the docks etc. will represent hordes of ripe seeds that have or will drop on to the soil to help them re-create themselves as nature intends them to.  Hence the 'seven years seeds' suggests they can remain viable for that length of time and no blitz compound will overcome that.  Ask any farmer!

To give you the best possible chance of containment, I'd cut the lot down and ideally burn it, but dispose of it another way if the neighbours don't like bonfires.  Two or three rolls of builders membrane, a fairly robust black plastic that isn't too expensive, will just about cover that patch so, if you do it now and anchor the plastic down for the winter, by the time next Feb/March comes round, only the most hardy weeds will have survived and you can dig them out individually.  That's NOT to say their seeds won't be there lurking on or in the soil but I think you'll have to reconcile yourself to the fact that they'll have to be dealt with as they appear, once you've completed the programme you have in mind.  Keep the plastic, it may be reused.

Are you going to be using a 360 excavator? If so you can scrape the weeds off with the bucket, and pile them up so they either just die or can be covered with plastic / sprayed with roundup.
Roughly level and grade the site with the excavator, and spray emergent weeds next spring. (Keep a close eye and be prepared to re-spray). Do your final cultivations and groundworks in summer, and lay turf or grass seed in early autumn.
