Insufficient new growth to propagate azalea?

Hi
I have two azaleas from which I want to take cuttings, but one doesn't really seem to have enough new growth. The pics aren't brilliant....
This is the smaller one, and the new growth seems to be in a short clump rather than a 4"+ single length of shoot .


So how do I encourage new growth that might work for cuttings? I haven't looked to see if I could layer a lower stem, but presumably that would also need some new growth on it?

This is the bigger one and I think the shoots in the foreground will be fine for cuttings


No longer newish but can't think of a new name so will remain forever newish.  B)
