What is the shrub and why do the red flowers And leaves have this white “Paint splatter” ????

    Can we have a close-up, in focus of at least one leaf?  I can't tell whether it's variegation or powdery mildew.

    looks like Spiraea Anthony Waterer with mildew
    Devon.

    Spiraea rings a bell..... it’s in a shady North facing corner with another one opposite( south facing) this one isn’t as powdery.

    Powdery mildew often appears when plants are stressed by too little or, perversely, too much water and it settles in more easily where air flow is poor because of planting density.

    Have a read of this info from the RHS so you can decide whether more, or less, watering will help and I would suggest you thin out the stems and put the prunings in the bin, not for composting. - https://www.rhs.org.uk/advice/profile?pid=253

    I have a Spirea that was full of mildew as I'd not been watering it well enough. I stripped off all of the mildew covered leaves and stems; pulled it away from the wall so it had more air circulating; kept on top of the watering and now it's thriving and the bees are all over it. I still get the odd bit of mildew on the back of it (the bit that gets no sun) but I just snip it off when I see it.
