Sawfly Larvae on Birch

For the second year I have sawfly larvae eating their way through the leaves of my young birch tree (2-3yrs old). Anyone have suggestions on how to prevent them in the first place ?

    Most types of sawfly overwinter in the leaf litter below the tree, so burn or dispose of all fallen leaves (don't compost them.)  Lightly turning over the soil beneath the tree a couple of times while it is dormant may also expose any overwintering pupae so that birds and frost can get at them. 
    A trowel in the hand is worth a thousand lost under a bush.
